This meeting was held in person at City Hall.

Former Planning Commissioner Ellie Abrons spoke during public comment to say farewell after nearly seven years of service.
APPROVED: Recently annexed property at 2080 State Street (1.199 acres) will be zoned Office. (Legistar)
- City Council approved the Office zoning at first reading on September 8, 2026, and second reading is on the October 5 agenda. https://a2council.com/ann-arbor-city-council-september-8-2026/
APPROVED: Proposed changes to Unified Development Code 5.19 Parking requirements would remove the table of vehicle parking requirements for all land uses. That table currently establishes vehicle parking “maximums” as well as minimum requirements for EV parking spaces as a percentage of spaces provided. Amendments will also adjust requirements and design for bicycle parking facilities. (Legistar)
- These changes were first approved by the Planning Commission in November 2025. https://a2council.com/ann-arbor-city-planning-commission-november-18-2025/
- On January 20 2026, City Council unanimously approved the changes at first reading without discussion. https://a2council.com/ann-arbor-city-council-january-20-2026/
- At second reading on February 19, 2026, Council Members challenged the idea of reducing any of the requirements for bicycle parking. It was sent back to the Planning Commission for further discussion. https://a2council.com/ann-arbor-city-council-february-19-2026/
- The Planning Commission directed further changes to allow the substitution of Class B bicycle parking (covered) when Class C bicycle parking (racks) is required. They recommended, also, that the ordinance differentiate electric vehicle and bicycle parking requirements.
- City Council adopted the amended parking standards at second reading on August 6, 2026. https://a2council.com/ann-arbor-city-council-august-6-2026/
APPROVED: Amendments to the Unified Development Code will change criteria for a “sustainable development” to qualify for exceptions to normal zoning height limits. A “sustainable development” is eligible to exceed zoning height limits by 30%. (Legistar)
- Currently, a development qualifies as “sustainable” if it has the capacity and infrastructure for all-electric power, including future conversion. Moving forward, a “sustainable development” must use electricity as the only source of energy for heating/cooling, water heating, and all appliances. Proposed amendments allow for a new “fee in lieu” instead of meeting current requirements solar collector surface area. Currently, a “sustainable development” must provide solar collector surface area equal to 60% of building footprint; moving forward, a “sustainable development” can provide 20% of building footprint and pay a fee-in-lieu.
- City Council adopted this at second reading on July 20, 2026. https://a2council.com/ann-arbor-city-council-july-20-2026/
