This meeting was held in person at City Hall.

Commissioner Lee was absent

APPROVED: Rezoning and site plan for a proposed Toll Brothers development at 3400 Dexter Road. The 4.31 acre parcel, being annexed from Scio Township, would be rezoned from TWP (Township) to R4B (Multiple-Family Dwelling District). The site plan is for seven three-story townhome buildings with 30 total units (one three-unit building, three four-unit buildings, and three five-unit buildings). Each unit will have two garage spaces and two driveway parking spaces. There are plans for 2.82 acres of open space, including some wetland areas. (Legistar)

APPROVED: A revised site plan for 841 Broadway (“Broadway Park West”) removes the top level of the parking garage under the residential buildings and replaces it with five additional residential units. The lost parking will be relocated off-site to the adjacent Amtrak station lot. (Legistar)

APPROVED: Zoning for 2958 Shady Lane, a 5,227 square foot lot with a single-family home that is being annexed into the City from Pittsfield Township. The lot will be zoned R1D (Single-Family Dwelling District) to match surrounding City zoning. The owner is seeking connection to City water and sewer. No development is proposed. (Legistar)

APPROVED: Site plan for three additions to the Gift of Life Michigan building at 3861 Research Park Drive, the state’s organ and tissue donation center. The original eastern building and the front center wing will be demolished and replaced with a new laboratory and medical wing and a connector wing enclosing a new internal courtyard. A small utility room will be added at the rear. The additions total about 22,650 square feet, bringing the building to 91,570 square feet. Forty-nine new parking spaces will be added at the rear of the 6.56 acre site, which is zoned ORL (Office/Research/Limited Industrial). (Legistar)

  • City Council was scheduled to adopt new bicycle parking standards the next day. Because the application had been filed in February, while those standards were still pending, the site plan showed enough bike parking to meet both the old and new standards: 60 spaces, when the old standards require 27 and the new ones 44. The new standards require much more covered bike parking (37 spaces vs. 5), which the petitioner said would cost $175,000. Gift of Life said its staff rarely bike to the site.
  • The Commission amended the approval to require that bicycle parking conform to the standards in effect on August 5, 2026. This allows the applicant to revise the site plan and reduce the covered bike parking, subject to approval by the Planning Manager.
  • The amendment passed 6-1 and the amended site plan was approved 5-2, with Chair Wyche and Commissioner Bassiouni voting no. Chair Wyche noted that the Planning Commission had itself recommended the new bicycle standards, and said “I do not accept that no one bikes.”
  • City Council adopted the new bicycle and vehicle parking standards on August 6, 2026. https://a2council.com/ann-arbor-city-council-august-6-2026/
