APPROVED: Rezoning and site plan for Woodbury Gardens at 1310 Wisteria Drive. The 41.3 acre site (Astor Avenue, Wisteria Drive, and Woodbury Drive) is currently zoned R3, R4A, R4B, R4C, and PL. It would be rezoned to TC1 (Transit Corridor) with conditions capping building height at 35 feet within 300 feet of neighboring residential properties, 85 feet between 300 and 600 feet, and the regular TC1 limit of 120 feet beyond 600 feet. The site plan would redevelop 5.2 acres in the center of the complex in two phases, with three seven-story buildings containing 342 new units and a 369-space parking garage. Two existing apartment buildings would be removed. (Legistar)

  • In January 2026, the Planning Commission denied the site plan in a 0-8 unanimous vote, because one proposed building was too long to meet TC1 standards. The new site plan divides that building into two. Also in January 2026, the proposed TC1 rezoning was denied in a 4-4 split vote, with CM Disch and Commissioners Abrons, Adams, and Wyche voting for approval. https://a2council.com/ann-arbor-city-planning-commission-january-21-2026/
  • At this meeting, the rezoning was approved in a 7-1 vote, with Commissioner Mills voting no. Commissioners Hammerschmidt, Norton, and Weatherbee, who voted against the rezoning in January, voted for it this time. The site plan was approved 8-0.
  • City Council approved the rezoning at first reading on September 22, 2026, in a 10-1 vote, with CM Akmon voting no. https://a2council.com/ann-arbor-city-council-september-22-2026/

APPROVED: The Planning Commission re-elected Chair Wyche and Vice Chair Hammerschmidt, and elected Commissioner Adams as Secretary. Commissioners forwarded revised bylaws to City Council that add “Communication from Commissioners” as a standard agenda item. (Legistar)
