Ann Arbor City Planning Commission: September 15, 2026

Sep 15, 2026 | Planning

This meeting was held in person at City Hall.

APPROVED: Rezoning and site plan for “State Street Flats,” a Lockwood development at 3695 S. State Street. The vacant 1.43 acre site, on the east side of State Street between KMS Place and Research Park Drive, would be rezoned from O (Office) to PUD (Planned Unit Development). A four-story, fully electric apartment building is proposed with 66 affordable units that will be income-restricted under Michigan State Housing Development Authority (MSHDA) standards. The site plan includes 66 surface parking spaces (one per unit), 7 EV chargers, 41 bicycle parking spaces, and a new crosswalk with flashing signs across State Street. (Legistar)

  • Because the site plan accompanies a rezoning, both the PUD zoning and the site plan will go to City Council for final approval.
  • On April 6, 2026, City Council approved a Payment in Lieu of Taxes (PILOT) agreement for this project, to strengthen Lockwood’s application for Low Income Housing Tax Credits. https://a2council.com/ann-arbor-city-council-april-6-2026/

APPROVED: Site plan for a 12-story apartment building with 343 affordable units at 2285 W. Liberty Street, proposed by Tareen Development Partners. All units will serve households with an average income of 60% of the Area Median Income (AMI). The existing buildings on the 3.08 acre site, zoned TC1 (Transit Corridor), will be demolished. (Legistar)

  • The first three levels will be a parking structure, and the top nine levels will have 343 units: 19 studios, 167 one-bedroom, 107 two-bedroom, 43 three-bedroom, and 7 four-bedroom. The ground floor facing W. Liberty will have office and co-working space.
  • According to the staff report, “There are 323 proposed vehicular parking spaces provided, 303 are in the structure, and 23 are surface spaces in the rear of the building.”
  • The building steps down from about 128 feet to 97.5 feet near the residentially zoned parcel to the south, using the 30% height bonus allowed for affordable housing. Heating will be geothermal with electric heat pumps.
  • City Council approved a Payment in Lieu of Taxes (PILOT) for this project on July 20, 2026, to support financing through MSHDA. https://a2council.com/ann-arbor-city-council-july-20-2026/
