APPROVED: A site plan for 2502 Packard will permit a 4-story 46 unit apartment building in the current parking lot for “The George.” The site plan promises first floor retail. (Legistar)
- The original site plan for “The George” also promised first floor retail but it never happened. In August 2022, the Planning Commission relieved the owners of the obligation to include retail and approved 42 more residential housing units. https://a2council.com/ann-arbor-city-planning-commission-august-3-2022/

APPROVED: Amendments to the marijuana ordinance will remove location restrictions relative to schools. Any concern will be considered on a case-by-case basis via the Special Exception Use permitting process for marijuana businesses. Additionally, the Commission recommends that the cap on provisioning centers/retailers – 28 – be wholly removed. (Legistar)
- There are currently 21 marijuana provisioning centers/retailers in Ann Arbor. From the staff report (link): “Removing the cap may result in new businesses locating in the city, or others relocating, perhaps adding to the potential for a greater number of businesses to thrive.”
- Marijuana growers will no longer be required to annually report energy used, water used, and sanitary sewer discharge; that information will now only be provided to the City Clerk “upon request.”
- In October 2025, City Council amended the City marijuana ordinance to change location restrictions relative to two addresses. Before this amendment, the ordinance prohibited the operation of a marijuana establishment within 1000 feet of a K-12 school. A location previously licensed for marijuana operations was recently assessed by the State and found to be in violation of the City ordinance, based on proximity to a preschool. https://a2council.com/ann-arbor-city-council-october-6-2025/

- At first reading on October 20, 2025, City Council amended the ordinance to reduce the school buffer from 1,000 feet to 100 feet, rather than remove it entirely as the Planning Commission recommended. https://a2council.com/ann-arbor-city-council-october-20-2025/
- City Council adopted the amended ordinance at second reading on November 17, 2025. https://a2council.com/ann-arbor-city-council-november-17-2025/
