This is my recording of a resident participation meeting for a proposed PUD amendment to Ashley Mews at 414 S Main St in Ann Arbor. The meeting was held on Thursday, December 18, 2025 at 6:45pm at Munzel Law Office. The meeting was led by Scott Munzel and representatives from the developer.
From the meeting notice
The Owner desires to amend the PUD Supplemental Regulations that apply to the portions of the PUD it owns to allow all D1 uses within Floors One through Seven of the “high rise” portion of the PUD (which is 414 S. Main Street). This will broaden the type of residential uses within Floors One through Seven of the “high rise” to include short-term rentals or hotel uses. No physical changes outside of the building are being proposed; the site plan remains as is.
In June 2025, City Council passed an amendment to the Unified Development Code (UDC) in reference to modifications to previously approved PUD (Planned Unit Development) districts comprised of multiple parcels. After this amendment, the owner of one parcel can request a zoning change for their own parcel without getting authorization from the other parcel owners in the district. https://a2council.com/ann-arbor-city-council-june-2-2025/
- In answering questions to the June 2, 2025 agenda (link), City staff provided this example of where this PUD ordinance amendment would have been helpful: “Ashley Mews – 414 S. Main – Sought to modify PUD regulations to allow Short Term Rentals in former DTE building. Other property owners would not support application and/or seeking permission was seen as a barrier from moving forward.”
A meeting about the same property with a very similar postcard description was held on December 8, 2022, which I posted about here: https://a2elnel.com/post/ashley-mews-pud-public-meeting-dec-8-2022/
MLive reported in November 2022:
A new owner who paid millions to buy a large portion of the space inside the Ashley Mews high-rise at 414 S. Main St. is seeking changes to regulations for the building, which was approved over two decades ago as part of a planned unit development with special PUD zoning.
The proposed changes would broaden the type of residential uses allowed in the mixed-use building to include hotel uses or short-term rentals such as listings on Airbnb.
MLive reported in December 2022
City assessor records show a newly formed entity called REalta Capital 414 S Main LLC paid $21 million to purchase 105,727 square feet of office space in the building in late October. The new owner shares an address with real estate developer and manager Mansour Companies in Birmingham, Michigan.
[Steven] Kalabat, president of the Kalabat Development Group in Bloomfield Hills and one of the leaders of New York-based REalta Group, confirmed he’s partnering with Mansour.
This proposal was presented to the Planning Commission on December 16, 2025, but was not voted on. https://a2council.com/ann-arbor-city-planning-commission-december-16-2025/
MLive reported on that meeting:
No action was taken at Tuesday’s meeting as the zoning changes were presented only for initial discussion and feedback.
“You may want to come back just as a clean D1,” Commission Chair Donnell Wyche told the owners, suggesting just rezoning to Ann Arbor’s core downtown zoning instead of rewriting the site-specific PUD regulations to allow D1 uses.
“It seems like that might make a lot of this easier,” Wyche said. “And we look forward to your petition should it arrive.”
