Ann Arbor City Planning Commission: Dec 13, 2022

This meeting was held remotely using the Zoom application.

This was a working session to discuss potential changes to the Transit Corridor Zoning district (TC-1) recently applied to West Stadium and Maple, as directed by Ann Arbor City Council on December 5, 2022. By resolution, Council directed the City Planning Commission to evaluate and recommend amendments to the TC-1 Zoning District or Unified Development Code (UDC) that incorporate limited automobile uses (excluding drive throughs and gas stations) and address the constraints of existing narrow rights of way.

This meeting was held in person at City Hall.

APPROVED: Recommendation that City Council approve amendments to the UDC that would permit the installation of solar panels in front yards.

POSTPONED: A proposed ordinance to require full electrification of all new building, banning new gas line hookups in new or substantially renovated or expanded buildings in the city of Ann Arbor.

Ann Arbor City Planning Commission: November 15, 2022

This meeting was held in person at City Hall.

APPROVED: Recommendation that City Council approve a rezoning of 530 N. Division from R4C (Multiple Family Dwelling District) to Planned Unit Development (PUD). As zoned R4C, the 0.19 acre parcel is permitted to have three units but it is currently nonconforming and contains four units. Under the terms of the PUD, the existing house with four units and ten bedrooms will be torn down and rebuilt with an addition at the rear of the parcel. The new building will have four apartments with 24 bedrooms.

APPROVED: Recommendation that City Council approve the annexation of two parcels adding up to 5.897 acres at 2520 & 2540 Pontiac Trail as part of “The Village of Ann Arbor” development. It is currently part of Ann Arbor Charter Township. Recommended zoning of R4A will also be voted on by Council.

APPROVED: Recommendation that City Council approve the annexation of a 0.394 acre parcel at 2118 Victoria Circle. It is currently a part of Ann Arbor Charter township. Recommended zoning of R1A will also be voted on by Council.

Ann Arbor City Planning Commission: October 18, 2022

This meeting was held in person at City Hall.

APPROVED: Recommendation that City Council approve amendments to the UDC that eliminate current exceptions and revise standards for alternative stormwater detention. Amendments reorganize standards and requirements for stormwater management.

APPROVED: The 2023-2028 Parks and Recreation and Open Space (PROS) Plan. The PROS Plan includes an inventory of parkland and amenities, explanation of the budget and land acquisition process, and long-term goals of the park system in order to guide the future of services and programs. This plan replaces the 2016-2020 PROS plan.

APPROVED: Planning Commission Work plan for FY23.

  • Included in the plan is the RFP for revision of the Comprehensive Land Use Plan, with consideration of the following:
    • Equity
    • Single family zoning
    • Eliminating “neighborhood character” and defining “community desires”
    • Exclusionary zoning
    • R1 zoning lot size and setbacks

APPROVED: Special Exception Use and Site Plan (Designated Marijuana Consumption Facility) for 3860 Research Park Drive.

APPROVED: Recommendation that City Council approved annexation of parcels at 1855 N Maple Road, 1875 N Maple Road, and 1921 Calvin Street and zoning of a PUD for construction of a 79-unit apartment community with a single-story clubhouse.

TABLED: A site plan for Platt Road Townhomes will combine four lots at 3680, 3696, 3746, & 3788 Platt Road to create an 8.4 acre site.  A proposal will construct 43 townhomes in 11 buildings subject to a variance from street trees located outside the right-of-way, and a wetland use permit.

APPROVED: Recommendation that City Council approve the rezoning of 190 parcels (approximately 210 acres) at West Stadium and North Maple to Transit Corridor Zoning district (TC-1):

Ann Arbor City Planning Commission: August 3, 2022

This meeting was held in person at City Hall.

APPROVED: Site plan for 2424 East Stadium Boulevard (University Inn site) to construct 185 dwelling units in a 4-story building totaling approximately 215,000 square feet. Three parcels at 2424, 2452 East Stadium Boulevard and 1950 Manchester Road would be combined to make a 3.2 acre site. An existing 3,100-sq ft office building located at 1950 Manchester will be demolished and adjacent 14,400-sq ft office building facing E. Stadium will be reduced to 7,400 square feet.

APPROVED: A proposal to convert 23,462 square feet of retail space to 42 residential units at 2502 Packard (“The George”). At the suggestion of the petitioner, a motion was made to set aside four units (and preserve retail space on the western end); the motion was withdrawn before it could be voted on.

APPROVED: Special Exception Use for a childcare center (A Child’s Place) for up to 30 children and required caregivers at 1301 Morningside Drive.

APPROVED: Recommendation that City Council approve the site plan and PUD zoning for four residential units on 0.15 acre at 340 Depot Street. The development is 7,830 square feet 5,891 square feet of commercial use on the ground floor.

  • Supplemental regulations include the condition that City Council approves the vacation of four feet of public right of way easement. The commission further modified the Supplemental Regulations to add up to 3,000 square feet of additional floor area, allow the conversion of existing parking area and covered outdoor patio into floor area.

APPROVED: A special exception use permit for temporary outdoor sales by The Wizards Fireworks at Westgate Shopping Center (2449 W. Stadium). The permit will allow the use of ten parking spaces to sell fireworks, sporting goods and seasonal items.

APPROVED: Site plan for a five story building with 14 residential units at 330 Detroit Street. Two existing buildings will be removed and parcels at 303, 312, and 314 Detroit Street will be combined to make a 0.23 acre lot. The site plan includes 23 on-site parking places and 1,850 square feet of ground floor retail.
Amended to add direction for developer and City Staff to “work to minimize the negative impacts to the Kerrytown business district during construction.”

APPROVED: Recommendation that City Council approve amendments to the UDC code to eliminate parking requirements for Residential Occupancy, Adult Daycare Centers, Outdoor Recreation, Transit Corridor (TC-1) Development, and Nonprofit Corporations. The code would be amended to replace a whole section and address three types of parking – vehicles, bicycles, and EV’s (electric vehicles) – establishing maximums or vehicle parking and minimums for bicycle parking. Transit Corridor district will have a maximum of three parking spaces per 1000 square feet of floor area.

Ann Arbor City Planning Commission: April 5, 2022

APPROVED: Site plan for the construction of 70 unit apartment complex on 2.56 acres at 1577, 1605, 1633 North Maple Road and 2510 Miller Road (“Maple Cove”). The development will be 79,482 square feet in three buildings, with 86 vehicle parking spaces and 38 bicycle parking spaces. The site plan combines four parcels and includes a Wetland Use Permit.

APPROVED: Recommendation that City Council approve amendments to the UDC to eliminate minimum parking requirements for any land use in any zoning district. Site plan requirements for EV infrastructure would be amended to apply only to newly constructed parking spaces. Amendments would also adjust EV requirements by type/classification of infrastructure.

    • 8500 square feet reduced to 5000 square feet minimum lot size
    • 60 feet to 40 feet minimum lot width
    • 4,250 square feet to 2500 square feet minimum lot area per dwelling unit

APPROVED: Recommendations that City Council approve amendments to the UDC

  • Amendment to reduce minimum rear setback in R2A – 30 feet reduced to 20 feet.
  • Commissioner Lee recused himself from discussion and action on this amendment.

APPROVED: Recommendations that City Council approve amendments to the UDC

  • Permitting any number of marijuana facilities on a single lot, allowing multiple of the same kinds of marijuana license types on a single lot.
  • Street tree requirements exclude curb cuts from street tree planting frontage calculations. Street tree planting fee replaces reference to street tree escrow.
  • Flexibility in street tree requirements for modification of a proposed site plan.

APPROVED: Expansion (9,200 square feet) of Ann Arbor Chinese Church at 1750 Dhu Varren Road. Landscape modifications will permit existing landscape islands to remain, without bio-retention capacity and parking lot will continue with more that 15 spaces per row, without a landscape island.
